ITS extension in Bielsko-Biała

The first stage of the ITS BB system construction was conducted in 2017-2018, it covered 18 key traffic lights in the city. The scope of its operation was located in the north-south corridor, from Sarni Stok to the intersection of Partyzantów Street - Gen. Władysława Andersa Avenue - Gen. Tadeusz Bora Komorowskiego Street, along with the branch: ks. Stanisława Stojałowskiego Street to Żywiecka Street and Krakowska Street

Between 2020 and 2021, Sprint extended the city's previously completed ITS system. As a result, the number of intersections covered by the system was doubled. All of them are located on the main arteries of the city.

II stage of implementing ITS in Bielsko-Biała includes cooperation of the following sub-systems:

• Traffic control system

• Dynamic stop information system

• Parking system

• Video monitoring system

• Public transport management system.

TRAFFIC CONTROL SYSTEM 

During the second stage of ITS extension in Bielsko-Biała, further 18 intersections on the city's main arteries were incorporated into the existing traffic control system. 

DYNAMIC BUS STOP INFORMATION SYSTEM 

More dynamic passenger information boards (DIP) were installed at bus stops. The Dynamic Passenger Information System includes display, public address, hearing aid, time signalling, and paging and alarm systems.  

PARKING SYSTEM 

This project also included completely new elements - over a dozen guidance boards for the city's parking lots. Devices with electronic displays were placed at critical entrances to the center of Bielsko-Biała. The boards inform drivers about the number of free parking spaces in six municipal parking lots and arrows pointing in the direction of a given parking lot. The parking lots are equipped with sensors measuring the number of free parking spaces. Thanks to the realization of the task " Extension of Intelligent Transport System in Bielsko-Biała", new methods of parking space occupancy measurement were applied and an innovative mechanism of data acquisition on a national scale was implemented

PUBLIC TRANSPORT MANAGEMENT SYSTEM 

This stage also includes variable message signs (VMS) informing drivers of traffic obstructions. They are located on the streets: Krakowska, Bystrzańska and Cieszyńska. There are also video surveillance cameras installed at 18 intersections and 15 bus stop panels (two cameras on each panel). Additionally, several dozens of cameras were placed at main entrances to the city, in Hulanka Tunnel and three underground passages.

Such an extensive IT system not only enables more efficient traffic and communication management, but also allows for immediate reaction to dangerous traffic situations. Cameras and sensors at the city's entrances, reading vehicle registration plates, provide data for monitoring the volume of transit traffic through the city, indicating the load on individual arteries.  

INNOVATION IN ITS

The task "Expansion of Intelligent Transport System in Bielsko-Biała" has resulted in the implementation of new methods for measurement of parking space occupancy as well as in the implementation of an innovative mechanism in Poland for the acquisition of data directly from the servers of the global Internet giant Google. Thanks to the cooperation with its Polish office, the variable message signs, which show access times to specific junctions in the city, measure the traffic online, without the need to install additional sensors and software that would increase the costs of the entire system.

The Traffic Management System in Bielsko-Biała ITS BB is a "tailor-made" project. It was designed in such a way so that it could still develop in the future. Both by adding new areas of the city and adding new functions.
