Intelligent Transport Systems for Bydgoszcz

Public Roads and Transport Office in Bydgoszcz

Assumptions:

As a part of the tender for the “Intelligent Transport Systems in Bydgoszcz” Public Roads and Transport Office commissioned delivery of central traffic and public transport management system. The project was co-financed by the EU’s Operational Programme Infrastructure and Environment 2007-2013. The project’s completion date was planned for the first quarter of 2015.

Solution:

The ITS in Bydgoszcz relies on interoperation of the following subsystems:
1. traffic control,
2. public transport management,
3. video surveillance,
4. alternative route guidance system,
5. parking information.

The traffic control subsystem is based on the adaptive, urban SPRINT/ITS/SCATS system. The system controls operation of 52 intersections with traffic lights installed: 45 modernized and seven new ones. On routes traversed by trams solutions granting them priority crossing through intersections were implemented. Additionally, 20 traffic measurement stations, which collect data on traffic flowing into the area, and 10 road meteorology stations were installed.

The public transport management subsystem will enable implementation of tram traffic prioritization and real-time bus stop information. 80 trams were equipped with priority signal transmitters and 180 passenger information displays were installed in 90 transport hubs. The subsystem is integrated with the passenger information system created during the construction of the tram line leading to the railway station. 20 interactive kiosks with integrated ticket machines were installed.

The video surveillance subsystem consists of 90 cameras, incl. 40 CCTV cameras and 50 cameras dedicated to automatic vehicle identification (AVI).

Alternative route guidance is accomplished by 32 variable message signs (VMS) located in the area covered by the system. Traffic information is also available via a dedicated Internet portal. It relies on information collected by the AVI cameras operating within the video surveillance subsystem.

The parking information subsystem consists of 26 parking information displays. The displays show information about the occupancy of parking places in the sub-zone A of the Metered Parking Zone. In addition, 101 parking meters were installed, and 10 portable verification devices were delivered.

All subsystems are integrated by the Central Application installed at the Traffic Control Centre. The application displays status of system’s components and enables operators to access their functionality.

Result:

Implementation of the central traffic and public transport management system resulted in improved traffic conditions, in particular in reduction of transit times for public and private vehicles. In addition, a traffic management centre was built and equipped with integrated solutions dedicated to implementation of a range of functions related to traffic management, including:
- usage optimization of the existing transport infrastructure,
- increasing of the public transport’s attractiveness,
- parking management,
- improving safety of road users,
- reducing the negative impact of traffic on the environment,
- information on traffic conditions for individual and public transport.

Intelligent Transport Systems for Olsztyn


Customer:

The Municipal Commune of Olsztyn
As a part of the tender procedure and project “Modernization and development of the integrated public transport system in Olsztyn” Sprint S.A. was contracted for implementation of the ITS. The contract amounted to PLN 66,973,500.00 tax included.

Assumptions:

The assumption behind the ITS Olsztyn project was to improve the technical and functional standards of the city’s transport network to ensure proper operating conditions for the planned tram line and bus lines as well as to improve individual traffic conditions as much as possible alongside the implementation of measures prioritizing public transport. The ITS is also expected to improve the quality of public transport and to improve the comfort of using the carrier's vehicles through the installation of passenger information system displays inside and outside vehicles. In order to improve the comfort of the public transport system’s users the electronic ticket / urban card system will be implemented and ITC tools will be set up to facilitate efficient preparation of the input data, processing of public transport usage and load data as well as to enhance passenger services.

Solution:

The ITS implementation will consist of the following integrated subsystems:
1. traffic control system prioritizing public transport vehicles (see map),
2. traffic control centre (see picture),
3. monitoring system for intersections operated by the traffic control system - a total of 374 cameras,
4. vehicle traffic monitoring system - 14 cameras,
5. red light running system - 124 cameras,
6. instantaneous speed measurement system - 5 intersections;
7. public transport control system on bus and tram lines (see map),
8. dispatch centre for management and control of public transport vehicles’ traffic (see photo),
9. passenger information website and displays at stops and inside vehicles - 77 variable message signs (including both stops and buses),
10. electronic ticket (urban card) including the charging system and on-board devices on trams and buses - 37 stationary ticket machines, 159 mobile ticket machines, 6 card personalization points,
11. Meteorological Information System - 10 locations,
12. control system for traffic stream propagation in the transport network.

Result:

After the completion of the ITS implementation, the city of Olsztyn will be operating one of the most modern systems of this type in the country. Implementation of the system will result in effects including the following:
- improved efficiency of public and individual transport:
   • priority transit through intersections for public transport vehicles,
   • improved traffic flow and reduced travel times,
- increased comfort for the residents through:
   • implementation of the passenger information system (electronic displays at stops, inside vehicles, website, etc.),
   • implementation of modern electronic ticket system,
   • reduced emissions,
- increased safety through the construction of:
   • infrastructure for monitoring intersections, stops and vehicles,
   • infrastructure for traffic offence recording including red light running cameras and speed measurement systems.

Intelligent Transport Systems for Łódź

Roads and Transport Office in Łódź
As a part of the tender procedure for “Urban traffic control system” Sprint S.A. was contracted for implementation of the ITS. The contract amounted to over PLN 78 million tax included.

Assumptions:

The main objective of the project is to improve the functioning of public transport and traffic flow in the area covering almost the entire city.  The objective comprises the following partial goals:
- improvement of the traffic flow - shortening the average travel time for public transport vehicles by at least 5%,
- more effective communication of information on traffic disruptions and jams through the use of variable message signs,
- increase in the number of public transport passengers and simultaneous reduction of traffic congestion caused by individual vehicles,
- increasing attractiveness of public transport by improving passenger’s travel comfort and public transport quality standards (implementation of the passenger information system),
- shortening the average travel time for individual vehicles by at least 5%,
- increased traffic safety,
       - optimizing the use of public transport and road system and simultaneously reducing public transport costs,
- reducing the negative environmental impacts including reduction of noise, vibration and emission of traffic pollutants into the environment - improving the quality of life in the city.

Solution:

The ITS implementation will consist of the following integrated subsystems:
1. Urban Traffic Control System based on the Sprint/ITS/SCATS software (modernization and the construction of new traffic lights incl. their connection to the system - 234 of a total of nearly 280 intersections in Łódź), and its integration with Łódź’s Regional Tram System,
2. driver information system,
3. Mobile Information System (9 variable message signs),
4. Passenger Information System (over 140 displays),
5. Public Transport Management System,
6. CCTV video surveillance system (41 new cameras + connection of 11 existing ones),
7. automatic number plate recognition system - ANPR (121 cameras),
8. Communication System,
9. geographic information system (GIS),
10. integration of the tunnel’s SCADA system,
12. installation of the power supply infrastructure,
13. web portal for drivers and public transport passengers serving visual information about traffic and public transport within the area covered by the ITS,
14. adaptation and installation of additional equipment in the offices of the Traffic Management Centre.

Result:

The system will be implemented by the end of October 2015 and will be the largest ITS project in Poland with regard to the number of intersections included (234).

Intelligent Transport Systems for Rybnik

Assumptions
In 2010, the Municipal Office in Rybnik selected, in an unrestricted tender procedure, Sprint S.A. as the contractor for the Electronic Passenger Information Panel Network. The project was financed as part of the Regional Operational Program for the Silesian Province for the years 2007-2013, Priority 7 “Transport” Measure 7.2 “Public Transport”. The system was set to be completed by November 2012.

Solution
167 bus-stop panels will be installed as part of the Electronic Bus-Stop Information System in Rybnik, and new software will be created integrating the existing system of bus timetable storage with newly installed information panels.
The works comprise installing panels of various sizes, from those displaying only two lines of information to double-sided ones displaying ten lines on each side.

Outcome
After the investment is completed, the City of Rybnik will have one of the most up-to-date Passenger Information Systems in Poland. The implemented system will bring many measurable advantages, such as:
- improvement of passenger service quality by the implementation of a dynamic passenger information system making it possible to state the actual and not the scheduled departure time;
- improvement of safety at transfer points thanks to clear information concerning the departure place and the remaining time;
- definite improvement of the utilization of the transporting capacity of the carrier(s) providing municipal transport services.

Video surveillance system for Warsaw

Warsaw Municipal Office, Warsaw Police Headquarters

Assumptions
In 2002, the Warsaw Municipal Office ordered a video surveillance to be built for Poland’s capital city. In subsequent years, the system was extended many times (at the request of the Municipal Office and of the Warsaw Police Headquarters) by new video camera points whose operation was based on image transmission in the fiber optic network and using the radio network built for the purposes of the video surveillance system. The system was modernized and extended by new observation centers operating in the network technology; at the same time, full integration was ensured between new camera points/new observation centers and solutions implemented at the initial stages of building of the system.
Since 2003, The Surveillance System Management Company has been the operator of the video surveillance system.

Solution
At the first stage of video surveillance system building, Sprint installed 96 video cameras and built 110 km of fiber optic lines. At subsequent stages of expansion, the system was extended by approx. 190 km of fiber optic network and 154 video cameras, integrated with the Warsaw Subway surveillance system (which includes 121 video cameras), and 68 video cameras were installed with radio transmission. Currently, the video surveillance system for the city of Warsaw includes more than 400 video cameras, monitored by 60 operators working in 18 surveillance centers located in district police headquarters and police stations, at the Security and Crisis Management Office, at the Surveillance System Management Company and at the joint operating center at the Warsaw Police Headquarters.

Outcome
Warsaw has a modern video surveillance system in place which integrates multiple technologies.
This has allowed Poland’s capital city to obtain:
- an efficient tool to improve safety
- the possibility of watching and recording events 24 hours a day
- the possibility of reacting quickly to any event occurring
- the possibility of using recorded material in operating proceedings performed by investigation services and as evidence in court proceedings.
Warsaw’s video surveillance system – examples of observation point completion
The specially selected casings and supports make it possible to install the video cameras on existing facades, on existing or new camera poles, or on other supporting structures such as catenary poles, traffic signal gantries, street lighting poles, etc.

In 2010, Sprint completed a project consisting in the expansion of the video surveillance system for Gdynia.

As a result of completing the project consisting in the expansion of the video surveillance system for Gdynia, there are 117 (17 previously existing and 100 new) video cameras in the streets of Gdynia, which are modern, fast-rotating and work both during the day and during the night, making it possible to monitor the safety of the city’s inhabitants. The new cameras were installed in locations indicated by the Police and by the Municipal Guards within Gdynia’s administrative boundaries. State-of-the-art technological solutions in the field of telecommunications and IT were used during investment completion. An advanced radio transmission system was built to transmit images from the cameras, composed of eight LMDS (Local Multipoint Distribution Services) base stations connected by means of microwave radio links with bit rates of 40 to 372 Mbps. The system operates in reserved frequency bands, supervised by the Office of Electronic Communications, and this makes it resistant to interference and attempted unauthorized access. The system architecture and its redundancy make it possible to expand it by building new camera points, new observation points or new observation centers.

TRISTAR - system design

Tri-City Metropolis

Assumptions
The Tri-City local government has commenced development of an Integrated Road Traffic Management System called TRISTAR, being one of the largest systems of this kind in Poland. The system implementation is expected to improve the local transport, enhance the traffic organization and safety, provide the road users with quick access to information on the road conditions, public transport, timetables, traffic jams, detours and parking areas as well as ensure that the municipal services have the opportunity of monitoring the current status of roads, notifying them about road accidents and violations, and improve the supervision over the public transport vehicles. Consequently, the TRISTAR system should reduce travel times, improve the traveling comfort, encourage the city dwellers to use the public transport means and so reduce traffic congestion and carbon dioxide emission. The investment value exceeds PLN 184 million 85% of which is to be financed from the EU funds. The system will be based on the design documentation developed by Sprint S.A. in collaboration with Budinfo.

Solution
Due to its complexity, broad range and technological diversification, the TRISTAR system design was prepared by a panel of more than a dozen cooperating design teams composed of the best specialists employed by Sprint in the fields of telecommunications, information technology, transmission, surveillance, power supply and traffic management systems.

As regards the TRISTAR system’s range of application, several impressive figures should be mentioned:
•  the number of design related studies exceeded 9,200 including 1,200 costs estimates,
• in order to cover and pack the design documentation, 343 large archiving cardboard boxes and 2,225 binders had to be used,
• the overall cubic capacity of the documentation came to 19.2 m3,
• by laying all the cables designed in a single line, one could link Gdańsk with Berlin (496 km), whereas by laying all the telecom and IT ducts in the same manner, if microducts were to be treated as a single tube and not as a sum of microtubes, one could connect Gdańsk with Poznań (329 km). The road pavement surface assumed to be replaced, namely the sidewalk slabs, stone setts and asphalt (excluding lawns) would cover an area close to 9 football fields (more than 6 hectares).
It is also worth mentioning that, due to excessively large dimensions, the design documentation was never stored as a whole in a single room, and it was delivered to the customer in portions by means of trucks going to Gdańsk, Sopot and Gdynia separately.

The TRISTAR system documentation consists of:
• building designs comprising all the decisions, opinions, controls and arrangements issued by the local institutions, road administration bodies, professional institutions and real property owners as required for the sake of the construction permit;
• industry-specific designs for each node and each of the 21 fields of expertise entailed in the design;
• technical conditions for performance and acceptance of the works conducted;
• bills of quantities and investor’s costs estimates;
• temporary traffic organization plans for the period of the investment implementation.

Outcome
For a dozen or so years, in terms of the scope and value (PLN 4.2 million net), this has been the largest project managed by the Sprint office covering construction engineering documentation only. The broad range of aspects as well as the number and interdependencies between the individual fields of expertise involved in the project, dozens of opinion making institutions, hundreds of arrangements, unstable external environment of several dozen interlinked and constantly changing municipal infrastructural projects related to EURO 2012 as well as uneasy formal, legal, administrative and bureaucratic circumstances required particularly efficient project management and perfect coordination of the venture, the responsibility for which was born by the Projects Department in the Telecommunications Division of Sprint S.A. The significant contribution of the engineers employed at the company’s Integration Division is also worth stressing as they managed to prove their professionalism in the project sections related to control centers, data transmission, power supply and video surveillance.

MarSSIES (SWIBŻ)-Maritime Safety & Security Information Exchange System

The Maritime Office, Gdynia

Assumptions
In 2003, the Maritime Office in Gdynia expressed demand for a tool enabling information exchange between the Office and other units.

Solution
Sprint was awarded the contract in the tender procedure and developed a tool for exchanging information related to navigation safety, based on the proprietary solution VIZAN. The system is used as a platform for distributing information between the operating services collaborating to protect navigation safety. Information is distributed between the Maritime Operations Center of the Polish Navy, the National Coordinator of Navigation Warnings of the Hydrographic Office of the Polish Navy and the Radar Surveillance Center of Maritime Border Guards, and it is extended to further users, including the Maritime Offices in Szczecin and Słupsk, Maritime Rescue Coordination Centre of the Maritime Search and Rescue Service, Provincial Crisis Management Centers, the maritime mobile group of the Customs Chamber, and subsequently harbor masters’ offices in ports and specialist units at the Maritime Offices.

Outcome
The Navigation Safety Information Exchange System organizes and puts in order the exchange of information which is significant from the point of view of navigation safety through an ICT network and ensures event handling in accordance with the ISPS Code. The program user defines event types and describes procedures of handling the individual events. New events can be initiated by operators manually or automatically as a result of readout of measurement data from devices as well as readout of data from other systems or databases. When a new event appears, the system handles it in accordance with the procedure defined for the specific event type, e.g. notifications are sent to suitable persons, the system waits for suitable decisions to be recorded, etc.

The system uses the following data:
- AIS stream from Polish AIS shore stations, data from the Gdańsk Bay VTS system,
- navigation warnings and Navigation News from the Hydrographic office of the Polish Navy,
- weather forecasts prepared at the Institute of Meteorology and Water Management,
- notifications received directly by the operators of the individual services,
- hydrological and meteorological data from automatic sensors in the Gdańsk Bay area.

The system was tested to check information exchange with the European Maritime Safety Agency’s SafeSeaNet.
The system has been awarded at many Polish and international trade events.

SOFIT On-line – Online Fleet and Transport Management System

Assumptions
Providing an integrated IT system supporting monitoring and full management of the vehicle fleet and installation orders.

Solution
The VIZAN SOFIT On-line system ensures comprehensive management of monitoring, planning and reporting of activities related to the fulfillment of orders by installation, repair & maintenance workers. It also supports the Logistics Division in relation to issues concerning car fleet management, such as insurance, repairs and inspections. The extensive statements and reports module makes it possible to analyze historical data and constantly improve the installers’ work, leading to a minimization of the costs incurred by the company. At the same time, VIZAN SOFIT On-line supports anti-theft protection for vehicles. This was recognized twice by Powszechny Zakład Ubezpieczeń S.A., which provided co-financing:
• in 2010 – co-financing from PZU S.A. for the purchase of locating devices for 92 vehicles;
• in 2011 – co-financing from PZU S.A. for vehicle fleet surveillance software.

Outcome
• savings enabled by smaller fuel consumption and reduction of telephone communication,
• optimizing lead time due to the visibility of available installers’ location,
• accelerating formal operations related to the vehicles (insurance, repairs, inspections),
• constant functional development and implementing new technologies.

DART – Crisis Management Center support system

Assumptions
Providing an integrated IT system supporting the work of rescue, crisis management and dispatch services in order to optimize work, support interventional and other activities.

Solution
The DART system makes it possible to support municipal and rescue services in their daily work. The main innovative aspect of the system is its online operation, the multiple access nature and the functions that provide huge amounts of information to employees working on site. It is used to record and monitor events, including public events, to coordinate activities of municipal services, as well as to locate vehicles on a digital map of the city using the global positioning system (GPS). It facilitates communication between services and access to archived information.

Radio data transmission system for the Border Guards

Assumptions
Quick completion of a reliable radio Data Transmission System for the purposes of the Automated Radar Surveillance System of Polish maritime areas (ZSRN).

Solution
Sprint implements a radio data transmission system for the Border Guards. The solution is based on Motorola Canopy OFDM Backhaul radio transmission equipment, PTP600 series. Even though the system operates in the non-licensed 5.4 GHz band, unique technological solutions from Motorola ensure high transmission quality and exceptional resistance to interference.


Outcome
The radio Data Transmission System allows Border Guards to connect facilities which are part of the Automated Radar Surveillance System of Polish maritime areas (ZSRN). The system forms a single network between the following types of facilities: two Principal Surveillance Centers – main and backup (CON/ZCON), Division and Local Surveillance Centers (DON/LON) and Observation Posts (PO). The system includes 42 point-to-point radio links connecting 29 ZSRN facilities and 11 facilities acting as intermediate points. The system ensures bi-directional data transmission, with an aggregate bit rate of 100 Mbps in the main axis and 30 Mbps in branches.

Apart from delivery, installation and start-up of the data transmission system with management system software, Sprint ensures operating and technical documentation, training and 36-months of repair & maintenance and technical support.

Telephone switchboard with DECT system

Hilton Hotel, Gdańsk

Assumptions
Telephone switchboard installation and integration with hotel software. Installation of a fixed number, a DECT mobile number and of an analogue number intended for a modem in each room.

Solution
An OmniPCXEnterprise Alcatel-Lucent telephone switchboard was installed together with an integrated DECT system to work together with the hotel software. Alcatel Hotel Link, a special protocol making it possible to control the switchboard from the hotel application level, was used.

Outcome
Using the AHL link made it possible to eliminate the necessity of entering data “manually” into the telephone switchboard: upon checking the telephone in the hotel guest’s room is activated, it is given a name and authorizations, and the language is changed in which the telephone communicates with user; voicemail is also activated for the guests. Using the DECT system made it possible to use the Hotel’s staff more efficiently: now they can react much more rapidly to any situations that may occur.

15 telephone switchboards in one network

Assumptions
Installation of 15 telephone switchboards and connecting them into a uniform network based on LAN, with support for ISDN-based voice transmission.

Solution
OmniPcxEnterprise servers connected with one another. Using the ABC protocol makes it possible to provide users with the same fixed set of functions regardless of the center they are in at the given moment. Depending on the requirements, this makes it possible to centralize or to distribute the application within the network without any limitations.

Outcome
Configuration of the switchboards guarantees independence and reliability. Police stations in the Silesian Province have the same service level ensured as the Headquarters, even in the case of a breakdown.
Apart from delivery, installation and start-up with management system software, Sprint ensures training, repair & maintenance and technical support for the system.

Siemens telecommunications system

Academic Clinical-Innovative-Educational Center (Invasive Medicine Center)

Assumptions
Completion of a safe and reliable voice communication system for hospital staff and patients.

Solution
Sprint delivered and implements a voice communication system in the newly-built CMI hospital, based on the Siemens HiPath 4000 telecommunications system. The system operates in full redundancy, ensuring reliable performance at the level of 99.99%. The system was designed to provide service to 1300 wired subscribers and over 300 wireless subscribers (DECT).
One of the system elements is the DAKS server enabling quick and simple preparation of alerts and other message which are subsequently sent to multiple internal and external switchboard subscribers without the need of leaving even a single working station.
Another equipment component is the integrated wireless communication system (DECT). The system architecture and digital transmission based on the DECT standard ensure unrestricted communication in buildings and in their surroundings. More than 60 base DECT stations are envisaged in the system, together with more than 300 wireless handsets.
The HiPath 4000 platform as the basis for open communication solutions

Outcome
Implementation of a reliable voice communication system for 1600 wired and wireless subscribers. The integrated DECT system ensures mobility and availability regardless of the location of the persons responsible for quick decisions as well as of the staff and patients of the Invasive Medicine Center.

University of Warmia and Mazury – University Library

Assumptions
In 2007, as a result of an unrestricted tender procedure, Sprint was awarded (and subsequently completed) a contract for the comprehensive completion of telecommunications & IT infrastructure for the new University Library building. The assumption and necessary condition was that a comprehensive system had to be completed and that all works had to be finished by the end of 2007. All the works performed were acknowledged in credentials issued by the University.

Assumptions
In 2008, Sprint S.A. was awarded the contract for the completion of telecommunications & IT systems for the Academic Invasive Medicine Center. The project was completed in September 2011.
The project involved the execution of a series of modern telecommunications & IT systems. State-of-the-art technologies and high service level made it possible to make the building one of the most up-to-date facilities of this kind in Poland.

Solution
The building of telecommunications & IT systems included for instance:
- Installation of structural and telephone cabling,
- SAP fire signaling system,
- Cable television system installations,
- DSO sound warning system installations,
- Installation of audio, video and TV systems for educational purposes.
The works included installation and integration of all installed systems.

Effect
A series of up-to-date IT systems were installed at the newly-built Invasive Medicine Centre, in order to manage work and to supervise patients. Their integration will make it possible to make better use of the medical equipment in place, and thus increase the effectiveness of activities undertaken.
